Hinds Decision Making Principles Concerning COVID Processes and Procedures

This guidance has been written with a focus of getting Hinds Career Center “Back on Track”. Our CareerTechnical Education (CTE) courses will utilize an in-person instructional model to provide the essential knowledge and hands-on skills necessary to successfully complete course requirements.

Guiding Principles The following guiding principles have formed our framework for re-opening facilities, returning to inperson instruction, and satisfying the unique requirements of CTE courses/programs in relation to other academic courses. 1. CTE courses/programs provide the opportunity for students to earn credentials, like postsecondary certificates and degrees and industry certifications. Maintaining credentialing throughout this time is critical for the benefit of students and employers. Without the ability to earn credentials, students may be limited to entry-level positions despite their advanced training or may need to repeat training. 2. CTE courses are best taught in a face-to-face manner where students have the opportunity to learn and practice skills in a hands-on manner. In fact, many courses have hands-on requirements that cannot be replicated or recreated in a virtual environment. 3. The majority of CTE courses are eligible for dual credit, and therefore it is necessary that we align secondary CTE practices to postsecondary practices. 4. Providing all students equitable access to high quality CTE programs that provide the opportunity to earn dual credit, industry certifications, and complete work-based learning has always been a priority for CTE programs and is even more important during this time.

Health Protocols 1. Students and employees will be instructed to recognize symptoms of COVID-19 and to understand any locally required/recommended health protocols that have been implemented. 2. Students and instructors are expected to self-screen by answering the questions below prior to attendance on a daily basis. a. Have you had close contact with someone who has tested positive for COVID-19 within the past 14 days? b. Are you currently ill? Do you have any symptoms of a cold, cough, or shortness of breath? Have you temporarily lost your sense of taste or smell? c. Do you currently have a fever or have you had a fever within the past week? 3. Students and employees should be excluded from the school environment if they test positive for COVID-19 or exhibit one or more of the symptoms of COVID-19 that is not otherwise explained by other health conditions unrelated to COVID-19. 4. Once a student or staff member is excluded from the school environment, he/she may return when they satisfy the recommendations of the CDC. Currently those guidelines are: Untested– Persons who have excluded themselves or been excluded and have not received a test proving or disproving the presence of COVID-19 may return if the following three conditions are met:  The individual no longer has a fever (without the use of medicine that reduces fevers); and  Other symptoms have improved (for example, when your cough or shortness of breath have improved); and  At least 10 calendar days have passed since symptoms first appeared. Tested Positive or Symptomatic - Persons who experienced symptoms and have been tested for COVID 19 may return to school if the following conditions are met:  The individual no longer has a fever; and  Other symptoms have improved (for example, when your cough or shortness of breath have improved); and  At least 10 calendar days have passed since symptoms first appeared; OR  The individual has received two negative tests at least 24 hours apart. Tested Positive- Asymptomatic - Persons who have not had symptoms but test positive for COVID-19 may return when they have gone 10 calendar days without symptoms and have been released by a healthcare provider. Students may also return if they are approved to do so in writing by the student’s health care provider. 5. A mandatory reporting expectation for all teachers, administrators, staff and students will be in implemented to report any documented positive cases of COVID-19 at Hinds. Unless extenuating circumstances exist, the district/school will work with the Madison County Health Department to assess factors such as the likelihood of exposure to employees and students in the building, the number of cases in the community and other factors that will determine building closure. 6. Staff and students are encouraged to wear a mask while in the classroom and in the lab. The minimum expectation is to follow similar precautionary measures that are required of the related industry while in a lab setting. For example, cosmetology students must wear a mask at all times and only use equipment that can be sanitized between each use. Each program area has industry specific health and safety protocols.

Social Distancing Expectations 1. Social distancing will be utilized in all situations as much as it practicable. When social distancing is not possible, students’ wearing of masks is highly recommended. 2. Door 1 (main entrance) only will be used for student entry and exit. 3. Classroom and lab demonstrations, when practicable, will be done 1-on-1 or in small groups so that students are not within 6 feet of each other. If social distancing cannot be maintained during demonstrations, other safety precautions will be considered. 4. Sharing equipment and machinery will be avoided as much as possible. All shared equipment and machinery will be wiped with a cleaning solution before and after each use. Equipment and machinery will be sanitized between class sessions. 5. Students should maintain social distancing while gathering supplies and materials. Instructors may mark spots on the floor to help students maintain social distancing. 6. The number of students that are allowed to leave the classroom at any one time will be limited. Common areas such as around snack machines will be marked to maintain social distancing. 7. Hand-sanitizer dispensers will be placed in each classroom and in the hallways to provide accessibility to this precautionary measure at any time while in the building. 8. Work-based Learning (WBL), internships, and clinical placements that are required to complete a program for dual credit or to be eligible to take a certification are allowed, as long as a student has parent permission. Students are expected to comply with the school’s COVID-19 safety and protocol training or a more extensive employer-required training. Students must follow employer safety protocols and school policies. Any conflicting safety measures must be reviewed and agreed upon by the employer and program coordinator prior to student placement. 9. Visitors to classrooms will not be permitted until further notice. 10. Field trips will not be permitted until further notice.

The Path Yet Taken
Despite the road blocks we’ve all experienced, Hinds Career Center has a plan to get you back on the pathway to your career! We don’t have all of the answers and we may encounter rough roads to travel and hills to climb, but we are all in this together. So, buckle your seatbelt and put on your mask! Here we go! Hinds will start as scheduled!

Bus Riders- Students arriving will disembark, enter through door 1, and report directly to their classroom. Car Riders- Students will arrive no more than ten (10) minutes prior to the class start time (8:30 AM or 12:45 PM), park in the Hinds student parking lot. Students should enter through door 1 and report directly to their classroom. Loitering in the parking lot and/or hallways will not be permitted. We know that there are strong opinions about the use of masks; however, Governor Holcolm, through executive order, has mandated the use of face masks statewide beginning Monday, July 27. Until permitted otherwise, all Hinds staff and students are required to wear masks while inside the building and outside the building if not social distanced at least 6 ft. If a student arrives without a mask, a disposable mask will be provided to him/her. Masks are required to cover both nose and mouth simultaneously. The Indiana State Department of Health (ISDH) cites a 40-60% reduction in COVID-19 transmission when masks are properly used by all. Masks are especially important since some carriers of COVID-19 may not have any symptoms. Young adults, despite being generally less affected by COVID-19, may expose school staff and adults at home who may be more at risk. GETTING STARTED STUDENT ARRIVAL SOCIAL DISTANCING and MASKS The following Health and Safety protocols are intended to be the best methods to protect students and staff. They are implemented to increase the chances of completing the academic year without interruption. All protocols were assembled from resources and best practices known at this time. This guidance is subject to change and will be updated as new information becomes available.

TEMPORARY MEASURES to PROMOTE HEALTH and SAFETY BREAKS and FOOD All breaks will be held in classroom and lab areas. Food and drinks from vending machines will be taken back to classrooms/labs and consumed while social distancing. Students are not permitted to bring food and drink into the building. Students should NOT share any food or drinks.

WORK-BASED LEARNING and INTERNSHIPS Work-based Learning (WBL), internships, and clinical experiences that are required to complete a program for dual credit or to be eligible to take a certification are allowed with written parent permission. Students are expected to comply with the school’s COVID-19 safety and protocol training or a more extensive employer-required training. Students must follow employer safety protocols and school policies. Any conflicting safety measures must be reviewed and agreed upon by the employer and program coordinator prior to student placement. VISITORS Visitors to classrooms will not be permitted. Guest speakers may meet virtually. FIELD TRIPS Field trips will not be permitted until further notice.

ATTENDANCE Absence due to COVID related illness or exposure will be exempt from Hinds’ regular school attendance limits. (Documentation may be requested.) Students will still be responsible for completing coursework and on-going contact with their instructor.

HOW PARENTS CAN HELP AT HOME TEMPERATURE CHECKS and MASKS  Ensure that your student’s temperature is checked daily before leaving home for school.  Reinforce to your student the importance of following requirements regarding masks and social distancing to help prevent a future surge in cases that might impact the school.  Stay in close communication with Hinds Career Center. If your student is ill, report the absence to BOTH Hinds and your high school.
